Yes, it's buggy. Yes, it's a mess. But what a beautiful mess.
One thing I've found, is that I didn't enjoy it as much when playing as I normally would; rushing through the main story, and doing the "side quests" after the main story is over. My second play through, I'm "living" in the world. Walking to my next quest, and doing gigs along the way. While not necessary to the main story, the side missions, even quick gigs, feel much more "connected" to the world and the player's story in it than in something like Skyrim, and doing them all at the end feels out of place.
